About The Conference
Over the last few years the Scottish Government has been working to reform and improve public sector procurement. The third annual SFHA Procurement Conference, sponsored by SPA, will look at the main strands of work to improve public sector procurement and how this has affected housing associations. We will ask what the major challenges are, what are the opportunities for housing associations and what support is available from the SFHA, its partners and the Scottish Government.

Colin Taylor is Housing Services Manager at Scotland Excel leading a team with responsibility for delivering the Scottish Government funded Procurement Improvement Programme to housing associations. Colin joined Scotland Excel in 2008 providing support to Scotland’s councils before taking this role last April. Before joining Scotland Excel , Colin’s previous career was in the private sector working for multinational corporations (Philips & IBM) building up extensive experience in procurement, finance, customer relationships and business operations with roles in both the UK and North America.
Lauren is a partner at TC Young Solicitors and acts predominantly for RSL clients in a variety of areas. She represents RSL clients in relation to finance agreements with all of the major lenders to the sector, negotiating terms, delivering conditions precedent and reporting to committees. She also regularly drafts and negotiates the terms of contracts for supplies, goods and services, and advises on governance matters for RSLs and their subsidiaries. Leading on procurement issues, she advises on the interpretation of the procurement regulations as they relate to the specific contract requirements within the RSL sector. Lauren also negotiates the terms of construction contracts and professional team appointments.
